The level matters
Most Truth or Dare games don't have levels, which means you either go too deep too fast or stay too shallow. The three levels let you match the prompt to where the exchange actually is.
Letter dares are different
A dare you can complete alone and write about is more interesting than something that requires another person to witness. You do it, then describe it, and the description is the letter.
Truths fill letters
These truths are chosen because a one-sentence answer isn't enough. They pull out the kind of story that takes a page to tell properly, which is exactly what a pen pal letter needs.
